Frank
received his MSW from the University of California,
Berkeley, and later went on to earn his Ph.D. in
Psychology (Clinical) from the University of Colorado,
Boulder. He has worked primarily in community-based
organizations and community mental health systems
since1979. He has been involved in the provision of
direct behavioral healthcare services, as well as
administration, training and supervision, and
consultation. He is currently the Deputy Director of the
National Asian American Pacific Islander Mental Health
Association (NAAPIMHA), and a Commissioner on the
Minority Health Advisory Commission, Colorado Department
of Public Health and Environment. He has participated on
the Expert Panel Meeting to Develop Mental Health Crisis
Guidelines (SAMHSA, 2008); and has been on several other
national advisory committees including the Promoting
Access to Healthcare Program; Executive Committee,
Workforce Development Grant (NAAPIMHA); and Panel
Member, Asian American & Pacific Islander Panel,
Cultural Competence Standards, SAMHSA, CMHS, U.S.
Department of Health & Human Services. Professional
interests include community psychology, integrated
health/behavioral healthcare, diversity training, and
health/behavioral health disparities. |

Dr. Brown is an enthusiastic, popular speaker,
consultant and author specializing in diversity and

communication and sexual harassment prevention. As a
pioneer in the field of diversity, Dr. Brown is a
realist and knows the workplace. She has 25 years of
corporate experience featuring 16 years directing equal
opportunity, affirmative action, and diversity
organizations in Fortune 50 companies. Dr. Brown is
committed to providing services that enhance work
effectiveness and foster inclusive environments. A
recognized and sought-after industry expert, she has
helped many teams and individuals understand the
far-reaching roles they play in promoting and
maintaining an inclusive workplace. She works
individually with clients and partners with her
associates to insure clients' needs are met. She has
organized and directed diversity conferences, events and
initiatives for local businesses and Fortune 100
companies. Dr. Brown has presented workshops across the
United States and in Puerto Rico. She is also co-editor
and author of the resource book, Conflict and Diversity
and numerous articles in the area of workforce
diversity. Dr. Brown holds a Doctoral Degree from the
University of Denver in Communication and Certifications
in Diversity Train the Trainer, Society for Human
Resource Management, Mediating EEO, Personnel and
Employee Relations Disputes, CDR and EEO Studies from
Cornell University.

Sandra L. Diaz-Castillo is a multi-faceted, pragmatic,
and driven professional that is passionate about
training and education. Sandra has presented nationally
and internationally on the topics of Diversity, Medical
Education Accreditation, and Conflict Resolution. She
has created and implemented Bilingual (Spanish and
English) training curriculums on topics such as
Peer-to-Peer Conflict Resolution, Stress Management,
Family Communication, and Diversity in the Practice of
Medicine. As a creative-developer, Mrs. Diaz-Castillo
enjoys analyzing business needs and requirements to
design solutions to complex issues. For over 10 years,
she has worked with various organizations to develop and
implement new institutional systems including training
programs for personnel. Her experience includes working
with Yale-New Haven Hospital, Yale School of Medicine,
and University of Colorado School of Medicine, where she
led the graduate medical institutional training and
accreditation efforts and developed and implemented
systems to manage over 65 training programs. She has
also worked with government and non-profit organizations
including the U.S. Department of Housing and Urban
Development, Latino Research & Policy Center, Commerce
City Community Enterprise, Rocky Mountain Research and
Prevention Institute, and Colorado Community Church.
Sandra holds a Master of Science in Public Health from
the University of Colorado School of Medicine with an
emphasis on Acculturation, Community Education,
Qualitative and Quantitative Research. She holds a
Bachelor of Science in Biology from Saint Joseph College
in West Hartford. Sandra is also a Certified Mediator
and Diversity Consultant. |

| Vienna Presley, BA |

Ms. Presley has extensive experience as a consultant for
both national and local Foundations. In the recent past,
she was project manager for the Daniels Fund. She has
also consulted for The Piton Foundation, and The Cydney
and Tom Marsico Family Foundation. She has held
positions as grants manager and developing director for
these Foundations. Her expertise is developing
infrastructure and capacity building for foundations
through design of systems for grants management, web
site proposal application and project management. Ms.
Presley is a seasoned and competent professional with 17
years of service in foundation and philanthropy work.
She has also administered statewide projects to promote
Child Care Services together with administering a
successful fund campaign to improve services. Ms.
Presley also holds years of experience developing
tracking and auditing mechanism for non-profit programs.
Ms. Presley holds a Bachelor of Arts degree from the
University of Denver with a major in Communications and
a minor in Business Administration. Ms. Presley is known
for her excellent problem solving skills, teamwork
approach, communication skills and experience in working
with diverse populations. |

| Sharon Goolsby, RN |

Sharon
Goolsby, RN has over 28 years of public health
experience, specializing in non-traditional
settings, with extensive experience working with
racial, ethnic and tribal populations. She holds
several related training certifications including
Master Trainer with the American Red Cross. She is
well versed in HIV/AIDS, cultural competency,
Effective Black Parenting, and chronic disease
states impacting racial, ethnic and tribal
populations. Her knowledge and expertise is rooted
in the social determinants of health and from a
holistic perspective, mind, body, spirit and
environment. As the first African American School
Nurse for the Lawrence Unified School District
from 1988-1995, she established cultural support
groups for students who were underrepresented in
the modeling of teachers and administrators who
reflected them, namely persons from racial and
ethnic communities. She was also an active member
of the district Diversity Council and the Lawrence
Association of Black School Educators during its
existence. She has been involved in the area of
health disparities since the initial Populations
of Color Health Committee was established in the
early 1990’s and has been a member of the Kansas
Minority Health Advisory Network since it’s
inception in 2000, whose primary focus was working
toward establishing an Office of Minority Health.
It is her belief that all persons are entitled to
access and quality of healthcare regardless of
their race, ethnicity, age and social standing and
she will continue to advocate for the underserved
and disenfranchised. She previously held the
position of Director with the Kansas Department of
Health and Environment Center for Health
Disparities from September 2005 to September 2009.
She is a graduate of the 1993 class of Leadership
Lawrence and the Lawrence Police Citizen’s
Academy. She has received awards from the National
and State Red Cross and the KS African American
Advisory Commission for Outstanding Leadership.
She is a September 2007 Cycle IV Fellow of the KS
Public Health Leadership Institute. As an
Ambassador for the American Heart Association
Power to End Stroke Campaign, she was recently
awarded the 2009 Kansas Ambassador of the Year.
She currently holds membership on several
statewide committees representing multicultural,
underserved populations including but not limited
to Sexual and Domestic Violence, Breast Cancer
Awareness, Latino Health Initiatives, Patient
Advocacy, Faith Based Health Initiatives and the
Minority AIDS Coalition. As a native daughter of
Lawrence, KS, and a product of the Lawrence public
school system, she is the mother of two adult
children and three grandchildren. She is an active
member of the First Regular Missionary Baptist
Church in Lawrence where she conducts health
related ministry prevention and outreach
programming. |
